Book excerpt: This study of three Argentine provincial capitals introduces a new concept in Latin American urban studies: the historical role of secondary cities, settlements large enough to possess all the elements commonly associated with urban areas and yet too small to figure among a country's major cities. The principal contribution of the book is to explain how and why smaller cities grew. What determined and shaped their growth? How did local inhabitants, and especially the dominant social elites, react to internal and external influences? To what extent were they able to control growth? What relationships developed with the surrounding regions and the outside world? The study shows that secondary cities linked rural economies and inhabitants with the outside world while insulating the traditional rural environment from the changing character of large urban centers. In this intermediate position, economic relationships and social structure changed slowly, and only in response to outside innovations such as railroads. Continuity within the secondary centers thus reinforced conservatism, accentuated the gap between the major cities and the rest of the country, and contributed to the resistance to change that characterizes much of Latin American today. The book is illustrated with photographs and maps.

International researchers coming from multiple points of view including food studies, urban studies, and sustainability studies, are starting to heed the call for further research into the implications for food security of rapidly growing secondary cities in Africa. This book assesses spatial planning in the second-tier cities of the country. Secondary cities are vital as they perform essential regional, and in some cases, global economic roles and help to distribute the population of a country more evenly across its surface. Apartheid planning left South African cities fragmented segregated and with low densities. Post-apartheid policies aim to reverse these realities by emphasising integration, higher densities and upgrading. Achieving these aims has been challenging and often the historical patterns continue. The evidence shows that two opposing patterns prevail, namely increased densities and continued urban sprawl. This book presents ten case studies of spatial planning and spatial transformation in secondary cities of South Africa. The book frames these case studies against complexity theory and suggests that the post-apartheid response to apartheid planning represents a linear deviation from history. The ten case studies then reveal how difficult it is for local decision-makers to find appropriate responses and how current responses often result in contradictory results. Often these cities are highly vulnerable and they find it difficult to plan in the context of uncertainty. The book also highlights how these cities find it difficult to stand on their own against the influence of interest groups (property developers, mining companies, traditional authorities, other spheres of government). The main reasons include weak municipal finance statements, the dependence on national and provincial government for capital expenditure, limited investment in infrastructure maintenance, the lack of planning capacity, the inability to implement plans and the unintended and sometimes contrary outcomes of post-apartheid planning policies.

Book excerpt: This is the first research report to examine the nature and drivers of food insecurity in the northern Namibian towns of Oshakati, Ongwediva, and Ondangwa. As well as forming part of a new body of research on secondary urbanization and food security in Africa, the report makes systematic comparisons between the food security situation in this urban corridor and the much larger capital city of Windhoek. A major characteristic of urbanization in Namibia is the perpetuation of rural-urban linkages through informal rural-to-urban food remittances. This survey found that 55% of households in the three towns receive food from relatives in rural areas. Urban households also farm in nearby rural areas and incorporate that agricultural produce into their diets. The survey showed that over 90% of households in the three towns patronize supermarkets, which is a figure far higher than for any other food source. Overall, food security is better in Namibias northern towns than in Windhoek, where levels of food insecurity are particularly high. However, just because the food insecurity situation is less critical in the north, the majority of households in the urban corridor are not food secure. Like Windhoek, these towns also have considerable income and food security inequality, with households in the informal settlements at greatest risk of chronic food insecurity.
